CAPALC and NALC (National Association of Local Councils), our national affiliated body, provide affordable expert advice, support, training and mentoring to Cambridgeshire and Peterborough parish, town and community councils. Our organisation is headed up by the CEO Ian Dewar who is based in our offices in Pidley.

Meet the Team

Ian Dewar

Ian Dewar

County Executive Officer

Ian has been CEO of CAPALC for 9 years and a parish councillor for 13 years. His area of expertise is Innovation, Product Development, Business Improvement and Training. Prior to joining CAPALC he worked as a supplier, trainer and management consultant with major High Street retailers and international Brands.

Penny Bryant

Penny Bryant

Training Officer

Penny has worked for CAPALC as a trainer in the County Training Partnership since 2010. She has a BA Hons in Community Engagement & Governance with the University of Gloucestershire, CiLCA and is a SLCC recognised CiLCA Trainer. Penny is a member of the SLCC (Society of Local Council Clerks) and a Fellow of the Institute of Local Council Managers (FILCM), she is also an elected member of the SLCC National Forum representing Cambridgeshire.
In addition to her role as Training Officer at CAPALC, Penny has been the Clerk to Somersham Parish Council since 1998 and the council has had the Quality Gold Award since 2016.

Diane Bayliss

Training Officer/Locum Clerk

Diane has worked as a Clerk to the Council and RFO for over 12 years, first for Isleham Parish Council and currently for Swaffham Bulbeck Parish Council. During that time she has also worked for CAPALC promoting the Quality Council scheme and has assisted councils who have been between clerks. She has been the new clerk’s trainer in the County Training Partnership at CAPALC since 2012. Diane is CilCA qualified, a member of the SLCC (Society of Local Council Clerks) and a Member of the Institute of Local Council Managers MILCM

Tina Webb

Tina Webb

Office Administrator

Tina has worked for CAPALC for 9 years as the office administrator and looks after 250 parish/town councils in the Cambridgeshire and Peterborough area. Her role is to run the day to day office, including dealing with affiliation fees, training and conferences. She provides support for the PWLB, LCAS, Board Meetings and AGM and other support that is required for CAPALC.

Carol Bilverstone

Locum Clerk

Carol began as a parish councillor at Upwood and the Raveleys Parish Council in 2013, but following the resignation of the clerk she took on the role in a voluntary capacity for 12 months before becoming the permanent clerk and RFO. Carol is well known for her ability to identify and resolve problems and as a result is now working as an advisor on a short term, part time basis for member councils who are in need of assistance or support. Carol is CiLCA qualified and Upwood and the Raveleys Parish Council has just achieved the Quality Gold Award a nationally recognised standard of achievement.
